The report takes a 10-year retrospective and forward-looking analysis of issues, and also covers cross-sectoral elements relating to human settlements, energy and atmospheric dynamics. It provides an effective tool for monitoring regional and continental targets under the Regional Indicative Strategic Development Plan (RISDP), Millennium Development Goals (MDGs), Johannesburg Plan of Implementation (JOPI), and the environment programme of the New Partnership for Africa’s Development (NEPAD).

The approach to environmental assessment and reporting used in producing this report is based on regional ecosystems and policy impacts, rather than country specifics.
